Pursuant to the Resolution of the Resolution of the Cabinet of Ministers of Ukraine No. 137, commercial, passenger and freight carriers are subject to mandatory inspection of the technical condition of vehicles. 

At the same time, the frequency of technical control was set differently for all types of vehicles, namely:

for passenger cars used for the transportation of passengers or goods for profit, with a service life of more than two years

every 2 years

for trucks, regardless of ownership, with a carrying capacity of up to 3.5 tons, and trailers with a service life of more than two years

every 2 years

for trucks with a carrying capacity of more than 3.5 tons, trailers and taxis, regardless of their service life

1 time per year  

for buses and specialized vehicles transporting dangerous goods, regardless of their service life

2 times per year

other vehicles

on request

What documents are required to pass the MTC?

Owners of vehicles subject to technical inspection must have their vehicle's technical passport and driver's license with them. Immediately upon receipt of the inspection report, you must take out an OSAGO insurance policy indicating the date of completion of the inspection.

Who is exempt from undergoing a technical inspection of a car?

Resolution No. 137 clearly defines the categories of vehicles whose owners are not subject to mandatory vehicle inspection. However, it does provide for the possibility to invite a vehicle inspection "on request". 

It is noted that periodic inspection may not be required for: 

1) passenger cars of all types, brands and models, trailers (semi-trailers) to them (except for taxis and cars used for the transportation of passengers or goods for profit), motorcycles, mopeds, sidecars and other vehicles equated to them - regardless of the term of operation;

2) passenger cars used for the transportation of passengers or goods for profit, trucks, regardless of ownership, with a carrying capacity of up to 3.5 tons, and trailers thereto - with a service life of up to two years.

What do they check during the QA process?

The process of checking the technical condition of the vehicle establishes the compliance of safety requirements with the actual technical condition of the car, such as:

  • brake and steering systems

  • external lighting devices

  • pneumatic tires and wheels

  • light transmission of glass

  • gas cylinder equipment (if any)

  • verification of identification numbers and license plates of the car with the data of registration documents

In general, the time required to pass a vehicle inspection for roadworthiness ranges from 30 minutes (for trailers) to 60 minutes (for trucks and buses).

After passing the inspection, the owner of the vehicle receives:

  • a protocol of inspection of the technical condition of the vehicle (in case of successful completion) or 

  • an act of non-compliance with the technical condition of the vehicle (in case of a negative result or inconsistency of data in the registration documents)

Where and by whom is the technical condition of vehicles checked?

Technical inspections are carried out by legal entities and individual entrepreneurs whose information is included in the register of subjects of mandatory technical control of vehicles. What is the penalty for failing to pass the MTC?

In the case of the first stop of a vehicle that has not passed the roadworthiness test in time, a fine of two hundred tax-free minimum wages (3,400 UAH) is provided. For a repeated violation within a year, the fine will be 1000 tax-free minimum wages (17 000 UAH).
